This proposal was developed by the Penobscot Bay Network to nominate the Penobscot Bay for inclusion in the National Estuary Program. The Penobscot Bay is a rich coastal marine environment, but possesses many significant environmental problems. Due to problems with water quality, large portions of the Bay have been closed to shellfishing. The marine resource habitat is continually threatened by development and intensive fishing practices. This proposal contains geographic information on Penobscot Bay, estuarine values of the Bay, including recreational and commercial uses, major environmental problems and existing institutional arrangements. The proposal also examines political commitment and public support. Lastly, the proposal outlines how the national estuary program can help resolve the problems in the Penobscot Bay region.
