State of the Environment Reporting is an initiative of Environment
Canada to provide the public with an assessment of the environment and
information on the issues that result from human activities and
environmental resources. The title of this edition is River Basin
Management: An Exercise in Trade-Offs, The Case of the St. Croix River.
This resource introduces the idea of the need for water management in the
St. Croix River Basin and discusses the effects of land-based activities,
specifically forestry, on the river, as well as the effects of river
users. The report also focuses on water quality and addresses whether
water quality is effected by land use, how water quality changes as one
progresses down stream, whether water quality has changed over time, how
water quality changes as flow discharge changes and if trends in water
quality are effecting recreational activities. Also discussed are river
flows and lake levels, specifically why lake levels were low in some
years, what flow is required for fisheries, the effect of lake level
fluctuation on fisheries, the flow and level requirements for recreational
use, and the relationship between well levels, groundwater and lake
levels. The report also contains a list of future actions and directions,
as well as conflicts in managing river basins.
